          "An Act relating to permanent fund dividend program                                       
          notice requirements and to the ineligibility for                                          
          permanent fund dividends of certain persons                                               
          sentenced for driving while under the influence of an                                     
          alcoholic beverage, inhalant, or controlled substance,
